  1. Laos seeks consultants to advance independent hydropower project development

The government of Laos invites expressions of interest from consultants to help develop an institutional framework to advance development of hydropower projects by independent power producers (IPPs). Responses are due August 7. With World Bank-funded technical assistance for capacity building of Laos' hydropower and mining sectors, Laos' Ministry of Energy and Mines recruited consultants in February to review its power markets and regulation and to recommend options for reform of its power sector. The World Bank's International Finance Corp. already is helping train Laos' largest hydropower operator, EDL-Generation Public Co. , to improve its management of environmental and social risks. Mega First Corp. Bhd. signed an agreement with Electricite du Laos in March to develop the 240- to 360-MW Don Sahong hydropower project on Laos' Sahong River. The ministry now seeks consultants to improve the hydropower IPP process for management, monitoring and implementation of policy on sustainable hydropower development. Work is to include capacity building advice for five government agencies directly concerned with development of IPP projects and concession agreement negotiation, implementation, management and monitoring of hydropower projects. Expressions of interest are due by delivery, fax or e-mail by August 7 to the address below. For information, contact Ministry of Energy and Mines, Chareune Inthavy, Head of HMTA Project Secretariat Office, Nongbone Road, Saysettha District, Vientiane, Laos; Tel/Fax: (856) 21263451; E-mail: ichareune@yahoo.com , souphanthachak@gmail.com , phonh-chit@hotmail.com .
