Nile group seeks consultants to develop Kagera Basin investment plan


The Nile Basin Initiative (NBI) invites expressions of interest from consultants to develop a Kagera River Basin Investment Strategy for Burundi, Rwanda, Tanzania, and Uganda. Responses are due November 13.

With funding from the Swedish International Development Agency and the Norwegian Agency for International Development, NBI plans to implement the Kagera Transboundary Integrated Water Resources Management and Development Project, one of three transboundary projects under the Nile Equatorial Lakes Subsidiary Action Program (NELSAP). (HNN 4/10/07) Others concern the Sio-Malaba-Malakisi and Mara river basins.

Objectives of the consultancy include development of scenarios for water resources development in the Kagera Basin, development of a decision support system for integrated planning and management of the basin, development of the Kagera River Basin Investment Strategy, and preparation of terms of reference for pre-feasibility studies for viable investment opportunities arising from the strategy.

Burundi, Rwanda, and Tanzania are advancing plans for the 61.5-MW Rusumo Falls hydroelectric project on the Kagera in Tanzania. (HNN 10/10/08) In 2007, a strategic assessment of the Nile Equatorial Lakes Region recommended immediate development of six hydro projects, including Rusumo Falls and 53-MW Kakono project, also on the Kagera in Tanzania. The requested consultancy is to include expertise in water resources management and engineering, river basin modeling, financial analysis, hydrology, ecology, socio-economy, and water quality.
