South Africa seeks revised renewable energy policy


The government of South Africa invites expressions of interest from consultants to revise the country's renewable energy policies, which include small hydropower. Responses are due November 13, 2009.

The government received US$6 million from the World Bank's Global Environment Facility to help finance a Renewable Energy Market Transformation (REMT) project. REMT was created to support South Africa’s 2003 White Paper on Renewable Energy setting a target of 4 percent of demand met by 2013 from renewables including biomass, wind, solar, and small-scale hydropower sources. Earlier this year, South Africa's energy regulator approved renewable energy "feed-in" tariffs intended to set guaranteed prices that national utility Eskom must pay for electricity generated by small hydro, wind, solar, and landfill gas projects. (HydroWorld 4/1/09)

The latest work is intended to strengthen organizations and institutions that would help the government meet its renewable energy target, including developing legal and policy frameworks as well as promotion, regulation, and service to renewable energy generation.

The Development Bank of Southern Africa, which was named by the government to implement the REMT project, seeks consultants to revise the 2003 white paper, establishing policy context, recommending revised renewable energy targets, and outlining mechanisms to achieve the targets.

Expressions of interest, in six copies labeled “Expression of Interest for the Review of the Renewable Energy White Paper,” are due by 11 a.m. November 13 to the address below. Electronic submissions including a single pdf or other protected file also are encouraged to be sent to the e-mail address below.
