The U.S. Army Corps of Engineers plans to take bids for rehabilitation of three small hydroelectric projects in Afghanistan. Bids are expected to be due December 13, 2009.
The projects include 4.8-MW Pul-e-Khumri 1 and 9-MW Pul-e-Khumri 2 in the city of Pul-e-Khumri in Baghlan Province and 200-kW Istalif in Istalif, Kabul Province.
Work is to include management, design, labor, equipment, and site security to rehabilitate only those components that currently prevent proper power generation. The value of the work is estimated at between US$5 million and US$10 million.
Pul-e-Khumri is to be the Afghan terminus of a new 157-kilometer transmission line from Tajikistan intended to carry Tajik hydropower through Afghanistan to Pakistan. Snowy Mountains Engineering Corp. received contracts in April from Tajikistan and Afghanistan to manage transmission line construction for a Central and South Asian grid system. (HydroWorld 4/29/09)
The Corps plans to issue a solicitation for the hydro project work about November 13. A pre-solicitation notice may be obtained from the Federal Business Opportunities Internet site, www.fbo.gov, by entering Solicitation No. W5J9JE10R0006 in the “Keyword/Solicitation #” box.
