FERC names Mahoney to direct Dam Safety and Inspections division
Daniel Mahoney is the new director of the Federal Energy Regulatory Commission’s Division of Dam Safety and Inspections, part of the commission’s Office of Energy Projects.
Mahoney has more than 25 years of experience in dam safety and inspections and previously served as deputy director of the division for 11 years. Mahoney also served as acting director of the division while a search was conducted for a successor to former division director Constantine “Gus” Tjoumas, who retired in January. Mahoney earned a bachelor’s degree in civil engineering from Virginia Tech and a master’s degree in water resources engineering from John Hopkins University. He began his career in federal government with the U.S. Army Corps of Engineers.
The director of Division of Dam Safety and Inspections is responsible for establishing, maintaining, and reviewing policies, procedures, and standards related to the commission’s dam safety, inspection, and dam security programs. FERC develops policies, programs, and standards for the inspection of more than 1,700 projects that include more than 2,600 dams.
Pacific Gas & Electric names Livingston vice president of power generation
Pacific Gas & Electric Co. (PG&E) named Randy Livingston the utility’s vice president of power generation.
Livingston previously was senior director of power generation, overseeing PG&E’s hydroelectric and fossil-fuel operations. He oversees operation and maintenance of all hydroelectric and fossil-fuel generation, in addition to the construction of new generating stations.
PG&E owns and operates 68 hydroelectric plants at 26 projects totaling about 4,000 MW.
Chuddy named Columbia Power CEO
Barry Chuddy is the new chief executive officer (CEO) of Columbia Power Corp. in British Columbia, Canada.
Chuddy has 20 years’ experience in the North American electric industry. Prior to joining Columbia Power, Chuddy was vice president of business development and marketing for Enersource Corp. in Missisauga, Ontario.
Executive vice president Ed Pietraszek had served as Columbia Power’s interim CEO since 2005, when founding CEO Lorne Sivertson left the company.
Columbia Power was founded in 1994. With partner Columbia Basin Trust, it rehabilitated 145-MW Brilliant Dam and generating station, and constructed 145-MW Arrow Lakes generating station and 120-MW Brilliant Expansion.
Shaffer retires from security post at Pacific Gas and Electric Co.
Lyman Shaffer retired from Pacific Gas and Electric Co. (PG&E), where he served as director of the utility’s Corporate Security Department for 25 years. In that job, Shaffer was responsible for coordinating the protection of all of PG&E’s non-nuclear assets, including some 200 dams and 60 hydropower plants.
He also was responsible for coordinating emergency planning within the company, including emergency protection plans for the utility’s dams, and internal investigations of company matters.
Shaffer retired Feb. 1, but remained under contract with the company through June to complete a term as chairman of the Dams Sector Coordinating Council. The council and the Dams Government Coordinating Council helped the U.S. Department of Homeland Security prepare a plan for the dams sector.
Shaffer said his job at PG&E changed dramatically over the 25 years he worked for the utility, especially in the years following the Sept. 11, 2001, terrorist attacks. For example, there now is a greater degree of interaction with the federal government, he said. In general, security, emergency planning, and information technology all have become more of a focus.

Hal Dalson of CMS Energy is the new chairman of the Dams Sector Coordinating Council.
Plutonic Power names Ripley Executive Vice President, Operations
Plutonic Power Corp. announced the appointment of Bruce Ripley to the job of executive vice president for operations.
Ripley is a former vice president for engineering at BC Hydro. In his new job, Ripley is responsible for safety, engineering, and power plant operations. Additionally, he helps identify and develop future hydro projects for the company.
Ripley has more than 25 years of engineering experience in the hydro industry, including 16 years with BC Hydro, where he was vice president of engineering from 2004 through 2006.
Plutonic Power is pursuing development of 22 run-of-river projects with a design capacity of more than 1,100 MW, and the potential to generate about 3,500 gigawatt-hours per year.
Kearns & West announces additions
Debra Nudelman and Kathleen Rutherford have joined Kearns & West, a consulting firm providing communications and collaborative services to the hydroelectric industry.
Nudelman is vice president and senior mediator and directs the firm’s Portland, Ore., office. She is responsible for facilitating, mediating, and managing public involvement projects involving natural resource, environmental, and public policy issues. Nudelman provides training in negotiation skills, facilitation, public involvement, consensus building, and strategic planning, and she develops and implements dispute resolution systems for both public agencies and private industries.
Prior to joining Kearns & West, Nudelman worked for RESOLVE, Inc., a private, non-profit dispute resolution organization, for nearly 12 years. She has mediated several Federal Energy Regulatory Commission hydro project relicensings, and has designed and managed projects for the U.S. Forest Service, the California Department of Fish and Game, and the U.S. Environmental Protection Agency.
She is currently involved in relicensing processes for Portland General Electric’s 173-MW Clackamas and 366.82-MW Pelton Round Butte projects and Eugene Water and Electric Board’s 104.5-MW Carmen-Smith project.
Rutherford, a director and senior mediator, leads Kearns & West’s Denver office. She is also participating in the relicensing negotiations for the Carmen-Smith project.
Rutherford previously served as a senior mediator for the Keystone Center. With expertise in environmental, health, and other policy issues, Rutherford has facilitated and mediated policy and regulatory dialogues, and strategic planning and consensus building efforts on local, regional, state, national, and international levels.
She has developed and implemented programs in alternative dispute resolution training, and she has also taught graduate courses at Regis University and at the University of Colorado’s Graduate School of Public Policy, both in Denver.
Stevens Water Monitoring Systems adds radio frequency technician
Mike Boulier joined Stevens Water Monitoring Systems Inc. as a radio frequency (RF) technician.
In this position, Boulier supports customers using satellite and other telemetry data collection systems.
Boulier has more than 20 years of military RF experience with U.S. Air Force Special Operations and the U.S. Army, including single and multi-channel ground radio and satellite tactical communications equipment.
Stevens Water Monitoring Systems designs and manufactures equipment and systems for the hydro industry. Its equipment and systems monitor, collect, and analyze water conditions.
Miller on assignment with MWH in western Australia
Debora Miller now works for MWH Australia Pty. Ltd. She is on a three-year assignment as MWH principal geotechnical engineer in Perth, Western Australia.
Miller said she joined MWH to help respond to increasing needs for technical services for water resources and mining industries in western Australia. Current projects involve design and construction of major flood control dams in cyclone-prone northwestern Australia.
Miller previously worked as a dam design engineer in Gannett Fleming’s offices in Fort Collins, Colo., and for ESA Consultants. At these companies, she was lead geotechnical engineer for several major new dams and dam rehabilitation projects in the Rocky Mountains and southwestern U.S. She also was active in the Association of State Dam Safety Officials and the U.S. Society on Dams.
Choquet joins RST Instruments
Pierre Choquet is the new vice president of sales for RST Instruments Ltd., in Coquitlam, British Columbia. He will provide service to existing customers while working to expand RST’s international customer base.
Choquet has 30 years of experience in geotechnical instrumentation, most recently with Geomation, Inc. in Golden, Colo., where he held positions in sales, management, and corporate development. Prior to that, he worked at Roctest Ltd. in Montreal, Québec, Canada, for nine years, and he also served as a professor of rock mechanics at Laval University in Québec City, Québec.
RST Instruments provides geotechnical and dam monitoring instruments to clients worldwide.
North American Green names Gerding, Windham regional sales managers
North American Green Inc. named Bob Gerding and Clyde Windham regional sales managers for the sales and distribution of the company’s erosion and sediment control products and services.
Gerding is east central region sales manager. His territory includes Indiana, Ohio, Kentucky, Michigan, Ohio, and Pennsylvania. He has more than 15 years of sales management experience in the construction industry.
Windham is south central regional sales manager. His area of responsibility includes Alabama, Arkansas, Louisiana, Mississippi, Oklahoma, and Texas. He has more than 20 years of sales and management experience.
Newfoundland Power names Ludlow president, CEO
Newfoundland Power Inc. named Earl Ludlow the company’s president and chief executive officer (CEO), effective April 30.
The company’s board of directors selected Ludlow to replace Karl Smith, who left Newfoundland Power to become president and CEO of FortisAlberta.
Both companies are owned by Fortis Inc.
Reclamation names Brown to direct Research and Development Program
The U.S. Department of Interior’s Bureau of Reclamation named Curtis Brown to direct its Research and Development Program, headquartered in Denver.
Brown started his new job in May. He succeeded Maryanne Bach, who was named director of technical resources. Bach subsequently retired from that position.
The R&D program focuses on applying scientific and technological advances to address water management challenges faced by Reclamation. The organization operates 348 reservoirs and 58 hydroelectric plants across 17 western states. It is the U.S.’s second largest producer of hydropower.
Brown previously served as manager of Reclamation’s Platte River Environmental Impact Study Office, Great Plains Region, a job he was named to in 1997. In that job, he carried out the National Environmental Policy Act process and technical studies for the proposed cooperative recovery program for the Platte River Basin.
Since joining Reclamation in 1979, Brown has applied decision analysis methods to public participation for large planning studies, researched factors affecting loss of life from flooding, and developed the use of early warning systems for dams. He also worked on the Glen Canyon environmental studies as technical adviser for recreation and safety studies.
EPRI Founder Starr was a long-time contributor to electric utility industry
Chauncey Starr, founder and president emeritus of the Electric Power Research Institute (EPRI), died April 17. He was 95.
Starr died at his home in Atherton, Calif., one day after attending a birthday celebration at EPRI held in his honor.
Starr formed EPRI in 1972 as a research and development organization to address challenges faced by the electric utility industry. EPRI today is a well-known technical resource for the electric utility industry, including the hydroelectric industry.
Starr published more than 400 technical and scientific articles, including a 1969 paper “Social Benefits versus Social Risks,” considered by some to be the starting point of the formal technical field of risk analysis, EPRI said.
Starr earned degrees in electrical engineering and physics. Before founding EPRI, Starr held positions in industry, academia, and government. He was a member and past vice president of the National Academy of Engineering, and a founder and past president of the American Nuclear Society.
