FERC shuts door on Lake Elsinore pumped-storage hydro proposal

LAKE ELSINORE, Calif. 12/9/11 (PennWell) -- Plans for the 500-MW Lake Elsinore Advanced Pumped-Storage (LEAPS) have come to a halt following a ruling by the Federal Energy Regulatory Commission. 

FERC dismissed an application from developer Nevada Hydro Co. in July 2011, due to long-standing disagreements between Nevada Hydro and its co-applicant, Elsinore Valley Municipal Water District.

Nevada Hydro sought an appeal of the rejection, but FERC's regulatory commission announced Nov. 17 that the company would not receive a rehearing. According to a 14-page FERC report that details the commission's decision, an ill-defined strategy was largely the cause.

The LEAPS project was to have been located on San Juan Creek in Riverside County, Calif., utilizing the existing Lake Elsinore as its lower reservoir. A dam and upper reservoir would be built in Morrell Canyon, along with a powerhouse near Santa Rosa
