Engineering, environmental contracts awarded for Liberia's 64-MW Mount Coffee

MONROVIA, Liberia 12/9/11 (PennWell) -- The West African Power Pool (WAPP) has named consultants to prepare engineering studies and tender documents, environmental-social studies, and resettlement plans for the rehabilitation of the 64-MW Mount Coffee hydroelectric project in Liberia.

The power pool recruited consultants for the work in 2010.

WAPP named Stanley Consultants Inc. of the United States to carry out preparatory studies for engineering and preparation of tender documents for Mount Coffee. Work is to include feasibility study review and scoping, preparation of bidding document, and assistance during the bidding process. There were three bids for the contract.
WAPP also named Poyry Energy Ltd. of Switzerland to perform preparatory studies for an environmental and social impact assessment and a resettlement action plan for Mount Coffee. Work is to include: study of the existing environment, potential environmental impacts, and mitigation measures; public consultations; preparation of an environmental and social management plan; and preparation of a resettlement action plan. There were four bids for the work.

With funding from a US$531,500 grant by the U.S. Trade and Development Agency, Stanley was named in 2008 to prepare a feasibility study of rebuilding and expanding the project on the St. Paul River.

Mount Coffee was destroyed during a period of war and civil unrest. The study recommended rebuilding Mount Coffee to 66 MW with additional upstream storage capacity to ensure year-round power generation. The study estimated the work would cost more than US$300 million.

WAPP received approval for financing from the European Union-Africa Infrastructure Trust Fund and is to act as agent for the Mount Coffee project rehabilitation, one of several hydro projects WAPP is supporting to power a multi-national transmission grid.
