Jamaica seeks studies of five small hydro projects

Petroleum Corp. of Jamaica (PCJ) invites expressions of interest from consultants to perform pre-feasibility and feasibility studies of five small hydropower projects throughout the island nation. Responses are due August 22.

The government-owned PCJ has been mandated by the government to develop renewable resources with a goal that 15 percent of Jamaica's energy come from renewables by 2020. Currently, 95 percent of the nation's grid electricity is fueled by imported petroleum. Jamaica Public Service Co. took bids in 2010 for a 6.3-MW expansion of the 6.3-MW Maggotty hydro project in St. Elizabeth Parish.

PCJ's Center of Excellence for Renewable Energy now seeks consultants to perform pre-feasibility and feasibility studies of five hydro sites, Rio Cobre, Morgan's River, Mahogany Vale, Negro River, and Martha Brae River. Work is to include bench studies of previous studies where available, hydrological assessments, preliminary site investigations, and financial and environmental analyses.

Once the viability of a site has been established at the pre-feasibility level, the consultant is to prepare a feasibility study of each small hydro project proposed.

With funding from the World Bank, Jamaica's Ministry or Energy and Mining plans to issue solicitations for additional work under its Energy Security and Efficiency Enhancement Project.

Projected work includes strengthening Jamaica's energy sector regulatory framework and mobilizing investment financing. Another component is to develop energy efficiency and renewable energy potential including selection of investors for small hydro sites, preparation of studies, recruitment of a small hydro engineer, preparation of a promotion package for three hydro plants, and a performance review of existing hydro projects. Another component covers program management.
