Mauritius seeks study of renewables including ocean energy

Mauritius invites expressions of interest from consultants to study renewable energy technologies on the Indian Ocean island, including ocean energy projects. Responses are due February 6.

The government seeks consultant services to prepare a Renewable Energy Development Strategy and Implementation Plan to assess the economic viability of renewable energy technologies.

The study is to include an assessment of:
o Grid-integrated power generation including wind farms, biomass cogeneration, and photovoltaic units;
o Home- or institution-based renewable generation including solar thermal; and
o New technologies including ocean thermal temperature conversion, wave current, and ocean water cooling.

Technologies are to be assessed based on their economic competitiveness with conventional alternatives, taking into consideration the small Mauritian market, availability of investment financing, extent of potential demand, and environmental and other benefits.

The consultant is to make recommendations on renewable energy priorities and strategies and is to identify two renewable energy projects or programs to be taken to the feasibility level. Work is to begin in June 2009 and last 30 weeks.

A senior Mauritian environment ministry official said in 2008 that Mauritius is planning a first batch of carbon credit projects aimed at boosting the use of renewable energy. (HNN 6/30/08) At that time, officials said a hydroelectric project and a wind farm were likely to be the next projects submitted for carbon credits.

Expressions of interest and qualifications are due to the address below by 3 p.m. February 6. For information, contact Ministry of Renewable Energy &Public Utilities, 10th Floor, Air Mauritius Centre, John Kennedy St., Port Louis, Mauritius; (230) 210-0896; Fax: (230) 208-6497; E-mail:
