Asian bank seeks consultants for Laos small hydro program

The Asian Development Bank (ADB) invites expressions of interest from consultants to help the government of Laos create a small and mini-hydroelectric development program. Responses to two solicitations are due February 22.

ADB approved US$1 million in technical assistance to Laos' Ministry of Energy and Mines to design one or two small or mini-hydro projects, with registration of carbon credits under the United Nations' Clean Development Mechanism (CDM). (HNN 10/22/08) The projects would be used as demonstration projects for further small-scale hydropower development.

One consultant group, in Package T1, is to propose amendments to Laos' Electricity Law to give incentives to the private and public sector for development of medium, small, and mini-hydropower plants to provide clean energy. The work is to require five months with a budget of US$117,000.

A second consultant group, in Package T2, is to develop feasibility studies of up to two small hydro plants and would model CDM documentation for up to two hydro projects. That work is to require 12 months with a budget of US$800,000.

Consultants are required with expertise in hydropower planning and design, financial analysis, environmental assessment, resettlement planning, CDM, renewable energy policies, and various social issues.

Under a tentative schedule, short lists of prospective bidders would be named by February 23. Work is tentatively scheduled to begin in April and August.
