DR Congo seeks power sector financial, restructuring consultants

The Democratic Republic of Congo (DRC) invites expressions of interest from consultants for financial and reorganization work involving the operator of its hydropower-based electricity system. Expressions of interest for two solicitations are due December 3.

With World Bank financing of US$178 million, DRC's utility, Societe Nationale d'Electricite (SNEL), seeks consultant services for its program to develop electricity for domestic consumption and for export. The program includes development of the giant Inga hydroelectric complex on the Congo River. (HNN 10/15/08)

One solicitation seeks a consultant to assist SNEL in examining its financial situation, including a review of its tariffs in relation to real costs. Among experts to be recruited are two civil engineer-electricians specialized in maintenance of hydroelectric projects as well as distribution and grid systems. The other solicitation seeks a consultant to provide technical assistance for development of a social reorganization plan of SNEL.

African bank approves funding to study Inga

The African Development Bank (AfDB) announced it approved a total of 9.51 million Units of Account (US$15.3 million) for study of the Inga hydroelectric complex and electrical interconnections. The bank said consultants would be recruited for the work.

AfDB said the study includes the following components: technical, economic, and financial feasibility studies; environmental and social impact studies; institutional studies; promotion of the Inga project; and management of the study.
