Pacific Gas & Electric request for power includes renewables

Pacific Gas &Electric Co. seeks offers of energy and capacity, including renewables such as hydropower and ocean energy. Bids are due Jan. 14, 2009.

PG&E's intermediate-term request for offers seeks renewable generation, distributed generation, qualifying facilities that meet requirements of the Public Utility Regulatory Policies Act of 1978, and conventional generation with contract terms through 2013. The minimum offer is 25 MW from each facility.

PG&E wants energy that qualifies for California's Renewables Portfolio Standard, which includes ocean wave, tidal current, and hydro facilities of less than 30 MW. The state's RPS program requires PG&E to procure 20 percent of its energy needs from eligible renewable resources.

The utility seeks offers for deliveries between Jan. 1, 2010, and Dec. 31, 2013. Bidders may submit offers for a power purchase agreement. Bidders proposing new construction must notify PG&E of their intent by Oct. 31 by e-mail at itrfo@pge.com.

PG&E previously called for proposals for 800 to 1,200 MW of new all-source generating capacity, including renewables such as hydropower and ocean energy. (HNN 4/8/08) Earlier this year, it also issued a 2008 renewables solicitation. While the utility said it selected a short list from the renewables solicitation, it has not named winners.

Responses to the current solicitation are due Jan. 14, 2009. Requirements to participate and a schedule of required submittals are available on PG&E's Internet site, www.pge.com/rfo/itrfo. PG&E expects to select a short list by March 26, 2009, and to execute power purchase agreements during the third quarter of 2009.
