  • European bank seeks studies in support of East Africa hydro

    The European Investment Bank seeks expressions of interest from consultants to perform technical and organizational studies in support of hydropower development in the Great Lakes Region of East Africa. Responses are due November 20.

    German engineering firm Fichtner was named in 2007 to perform other studies for the Great Lakes economic community, Communaute Economique des Pays des Grands Lacs (CEPGL). (HNN 11/19/07) Now under way, that work includes a feasibility study, detailed draft project, and invitation to tender dossiers for the 82-MW Ruzizi 3 hydro project, now projected to total 145 MW, on the Ruzizi River. It also includes a pre-feasibility study of 205-MW Ruzizi 4 at the Sisi site on the Ruzizi.

    CEPGL, which includes Burundi, Rwanda, and the Democratic Republic of Congo (DRC), now seeks technical and organizational studies on energy cooperation in the Great Lakes Region. Studies include interconnection of North Kivu and South Kivu in the DRC, and creation of an institutional, legal, financial, and regulatory framework to allow development of the hydroelectric projects currently being studied.

    Components of the studies include: reorganization of the regulatory framework and management of hydropower stations on the Ruzizi and establishment of energy tariffs; technical assistance for financing, implementation, and management of Ruzizi 3; interconnection of North Kivu and South Kivu with the CEPGL grid; and reinforcement of CEPGL's energy planning agency, Organisation de la CEPGL pour l'Energie des Pays des Grands Lacs (EGL).

    Among qualifications for prospective bidders is experience in rehabilitation of hydroelectric projects. In March, DRC took bids for equipment to rehabilitate the 28.2-MW Ruzizi 1 project, one of two existing projects on the river, with 40-MW Ruzizi 2. (HNN 2/19/08)

    The studies are expected to require two years, beginning in March 2009, with a maximum budget of 2.8 million euros (US$3.9 million).

    Expressions of interest must be submitted using a standard application form available on a European Union Internet page, http://ec.europa.eu/europeaid/work/procedures/index fr.htm. Responses, in French and labeled RG/2008/03/ITF, are due November 20 by mail or courier to the EIB address below, with a copy to the EGL address below.

    EIB expects to choose a short list of between four and eight firms for invitations to bid expected in November.
