The U.S. government's Millennium Challenge Corp. (MCC) awarded a US$698 million U.S. grant to Tanzania to fund improvements to roads, power, and water supply, including the Malagarasi project. (HNN 3/7/08) Tanzania set up a special entity to carry out the work, MCA-Tanzania.
The program includes a transport sector project of roads and airport work; an energy sector project including the Zanzibar interconnector, the Malagarasi hydro project, Kigoma distribution system, and other distribution system work; and a water sector project including the Lower Ruvu Plant expansion, non-revenue water activity, and Morogoro water supply activity.
MCA-Tanzania awarded consulting contracts to:
o Crown Agents Consultancy Inc. of the United States, Bureau for Industrial Cooperation, and College of Engineering and Technology University of Dar es Salaam to provide procurement agent, oversight, and advisory services, US$5.8 million;
o Soft Tech Consultants Ltd., Tanzania, to develop MCC reports using the government integrated financial management system, US$20,000;
o International Resources Group, United States, to provide consulting services for a strategic-environmental assessment of Mafia Island, US$280,437; and
o Greg Grosenick, Canada, to support establishment of best practice financial management and accounting arrangements within MCA-Tanzania, US$77,045.
