UPDATE - U.S. again extends bid date to build California reservoir

The Bureau of Reclamation has extended for a second time the due date for bids to build an 8,000-acre-foot reservoir and conveyance system at All American Canal Drop Structure No. 2 in Imperial County, Calif. The new due date is June 20.

BuRec said it moved the deadline from June 18 to add an extended warranties clause, update specifications and drawings, and answer additional questions. (HNN 5/30/08)

BuRec's Lower Colorado Region said the Lower Colorado River Drop 2 Storage Reservoir project would provide space to conserve flows from Imperial Dam that are not captured in the lower Colorado River system. Capture of the water could reduce releases from 2,078-MW Hoover Dam and annually save 72,000 acre-feet of Colorado River water, BuRec said.

The agency estimated the cost of the construction project would exceed $100 million. It anticipates work would begin in September and end in October 2010.

The solicitation, No. 08SP308114, is available on the Federal Business Opportunities Internet site, www.fbo.gov. Bidders must register in the federal government's Central Contractor Registration system, www.ccr.gov.

The All American Canal System, in southeastern California, is part of the Boulder Canyon project. It consists of Imperial Dam and desilting works, the 80-mile All American Canal, and the 123-mile Coachella Canal. Imperial Irrigation District built hydro plants totaling 72.4 MW on the canal system at Pilot Knob and Drop Nos. 2, 3, and 4.

Imperial Hydro LLC, an affiliate of Symbiotics LLC of Rigby, Idaho, applied for a preliminary permit to study developing a 2.1-MW Imperial Diversion Dam hydroelectric project (No. 12947) at Imperial Dam. However, the Federal Energy Regulatory Commission dismissed the application May 1, finding it lacks jurisdiction to license a project on the BuRec site.
