  • San Diego Gas & Electric issues renewables solicitation

    San Diego Gas & Electric Co. is soliciting proposals to supply capacity and energy from qualified renewable energy resources, including some hydropower and ocean energy. Proposals are due April 30.

    SDGE said the request for offers is part of an ongoing effort to meet California's mandate that 20 percent of the utility's energy must come from renewables starting in 2010. (HNN 3/14/07)

    Resources must meet California Renewables Portfolio Standard eligibility criteria. Facilities meeting those criteria include hydroelectric facilities of 30 MW or less, conduit hydroelectric facilities, hydroelectric incremental generation from efficiency improvements, and facilities powered by ocean waves or tidal current. Specifics about eligibility are contained in the California Energy Commission's �Renewables Portfolio Standard Eligibility� guidebook, www.energy.ca.gov/2007publications/CEC-300-2007-006/CEC-300-2007-006-ED3-CMF.PDF.

    SDGE said it seeks power purchase agreements, power purchase agreements with buyout, and turnkey projects. It wants both short-term contracts for up to five years and long-term contracts for 10, 15, and 20 years. Those contracts are to help the utility build on its existing renewables energy resources and will help it meet the state mandate.

    Proposed resources can include capacity and energy from: repowering of existing facilities; incremental capacity upgrades of existing facilities; new facilities; and existing facilities with expiring contracts. Proposed resources also can include resources under contract with SDGE; SDGE will consider offers to extend terms of, or expand, contracted capacities. SDGE added it would consider proposals offering capacity and energy for peaking, baseload, dispatchable, and as-available deliveries.

    The solicitation and associated documents can be obtained from the utility's Internet site, www.sdge.com/renewablerfo2008. A pre-bid conference is planned March 27.

    Those intending to bid must register by April 28 to receive authorization to submit electronic offers. Offers must be received on the Internet site by noon April 30 and respondents must submit an original signed offer by May 1. SDGE plans to notify short-listed respondents July 24 and file a final list Aug. 21.
