Pacific Gas & Electric calls for renewables including hydro

Pacific Gas &Electric Co. seeks proposals to supply power from renewable energy sources, including some hydro and ocean energy, to fulfill the utility's obligation under California's Renewables Portfolio Standard. Notices of intent to bid are due March 14, with proposals due May 12.

PG&E seeks offers for: power sales for delivery over ten or more years; power sales and buyout options; sale of generating facilities; sale of generating sites; and short-term power sale offers of less than ten years.

Renewable energy resources now provide about 32 percent of PG&E's total electric portfolio, including 12 percent from resources eligible under California's Renewables Portfolio Standard. (HNN 3/20/07) PG&E seeks an additional 1 to 2 percent of its customers' electricity needs �- about 800 to 1,600 gigawatt-hours annually -- from eligible renewable resources.

PG&E said March 7 it seeks new contracts with power producers to increase the level of RPS-eligible renewable generation to 20 percent by 2010, as required by state law.

Eligible hydro-related renewables include conduit hydroelectric projects, incremental hydroelectric generation from efficiency improvements, small hydro of 30 MW or less, and ocean wave and tidal current projects. New small hydropower facilities are eligible if they do not require a new or increased appropriation of water.

Non-binding notices of intent to bid are due March 14, via e-mail to renewablerfo@pge.com, along with confirmation to attend a March 17 non-mandatory pre-bid conference. The March 17 conference is set for PG&E headquarters in San Francisco.

Proposals are due May 12. PG&E said it plans to notify short-listed bidders July 1, and negotiate and execute agreements by Dec. 31.
