With support of the German government through development bank Kreditanstalt fur Wiederaufbau (KfW), Uganda is beginning a program to promote investment in renewable energy and energy efficiency projects. The program is to provide funds for financing of investments in projects selected by MEMD from proposals of public or private investors. Financing of specific projects will be based on feasibility studies.
The scope of work of the current solicitation includes Phase 1 feasibility studies for two pre-qualified projects and Phase 2 assistance to project operators during implementation of the projects. The tender dossier for Phase 1 may be obtained from the address below, while terms of reference for Phase 2 are to be made available once Phase 1 is complete and a financing decision is made.
The two pre-qualified projects are:
o Rehabilitation of the 1-MW Maziba hydroelectric project in southwestern Uganda, and;
o Grid extension and investigation of possible new sites for small hydropower stations in the isolated grid network of the West Nile Region.
Due to the open character of the program, MEMD said additional projects might be pre-qualified. If so, additional feasibility studies would be necessary and might be added to the scope of work of the current solicitation.
MEMD said bidders are to submit, in three separate envelopes, information about the bidder for pre-selection, a technical proposal for Phase 1, and a financial proposal for Phase 1, all enclosed in a fourth envelope. The pre-selection will be valid for both phases of the tender.
Once feasibility studies are complete and a decision to finance has been made, the pre-selected consultants will be invited to submit technical and financial proposals for the Phase 2 implementation assistance.
